Government of Canada Student Collective Agreement

In January 2016, the introduction of the Phoenix compensation system began across the federal government and encountered significant performance issues, resulting in thousands of public servants being overpaid, underpaid or inpayment for several months. This would encourage Public Services and Procurement Canada to quickly set up dedicated telephone lines starting in the summer of 2016 to assist public servants affected by problems caused by the payroll system. [10] Even in early 2020, many public servants continued to face salary problems, with an estimated 98,000 public servants indebted to the federal government for excessive payments. [13] When the student has completed the semester of work, you must complete the payment application and activity report. These proposals did not satisfy the staff associations, who felt that CSC and the government should not have the final say on wage rates. A student who is required to travel by the Board is entitled to a refund under the NRC Travel Policy. Notwithstanding C.5.3.4.1, if operational needs so require, the Board may plan for hours of work differently, so that a student works an average of 37.5 hours per week; and works an average of 7.5 hours a day, without a minimum meal of 30 minutes.

The Public Service of Canada recruits high school, undergraduate and master`s students for paid full-time and part-time internships through a variety of sources, including the Federal Student Work Experience Program (FSWEP), the Research Affiliation Program (RAP) and collaborative programs at post-secondary institutions in Canada. [51] As of March 2020, the PSC employed approximately 8,852 students. [52] Unlike most public servants, students do not hold a “factual position” and therefore cannot participate in internal recruitment procedures. In addition, they are not entitled to leave and are not represented by a trade union. [53] Nevertheless, the government of Prime Minister William Lyon Mackenzie King passed the Public Service Superannuation Act in 1924, which helped create a pension system for public servants and promote a career public service. For a student who works less than 37.5 hours per week, overtime refers to authorized work that goes beyond the weekly working hours of a full-time student, but not domestic work time within the meaning of Article C.5.3.6. If a part-time student is required to work on a prescribed day for a full-time student as a fixed paid leave, the part-time student will be paid at a certain time and half (1 1/2) of the pure-time rate of pay for all hours worked on that day. The Treasury Board of Canada Secretariat is considered an “employer” of the core public administration and oversees the management of human, financial and information resources within the federal government. [24] It issues guidelines, guidelines and other policy instruments to federal organizations to establish consistent management procedures and practices across the federal public service. It also monitors internal spending within federal departments and agencies and ensures that resources are used appropriately and in accordance with government priorities.

[25] Selection procedures within the Canadian public service for substantive positions can be divided into external appointments for which candidates who are not currently employed in the federal public service may apply, and internal appointments limited to persons currently employed as federal public servants. In 1951, the government of Prime Minister Louis Saint-Laurent enacted the Treasury Administration Act, created the Treasury Board as an official entity composed of the President of the Treasury Board and four other members of Cabinet, and created the position of Secretary of the Treasury Board, a senior official who advises Treasury Board members on their decisions. The FAA has designated the Treasury Board as the final authority for all matters related to the administration and organization of the public service. If this document is not received within 30 days of the end of the student`s employment, CSJ will not be able to reimburse you. After Canadian Confederation, the government of Prime Minister John A. Macdonald sought to improve the quality and rigour of appointments with the passage of the Public Service of Canada Act in 1868. The Act created a Public Service Council with limited responsibilities for public service audits, certifications and promotional investigations for Ottawa public servants. [7] Despite its intentions, the law failed to completely abolish political patronage in appointments. [8] While public servants aim to put into practice the political priorities of the government and cabinet elected from the concept, public servants are more loyal to the Crown than to the government of the day.

As such, public servants remain busy even when governments and political priorities change, forcing them to exercise a certain degree of political neutrality, which limits their ability to engage in openly partisan activities. Unlike political staff, who are often hired by favouritism, civil servants are appointed on the basis of merit, often through a selection test. A student may be required to satisfactorily confirm the circumstances that require a request for leave under this section. If a student is required by the Council to travel outside the area of the student`s head office normally defined by the Council, the type of travel is determined by the Council and the student is remunerated as follows: Immediate family is defined as the father, mother (or alternatively in-laws, foster parents); Brother, sister, spouse (or ordinary spouse who lives with the student), dependent child, son-in-law, grandparent, grandchild, parish, father-in-law, mother-in-law and parent who live permanently in the student`s household or with whom the student resides permanently. A part-time student is a student whose normal working hours are less than the hours of work specified for full-time students in Article C.5.3.4, but not less than one third. A part-time student is paid at the pure time rate or for all work done up to the normal weekly hours set for a full-time student. Coinciding with this movement, CSC created the Compensation Research Office, which was responsible for investigating wages and conditions of employment across Canada and recommending appropriate rates of pay for public servants. The Saint-Laurent government first set up a committee of senior officials to determine the feasibility of introducing collective bargaining rights, which resisted the idea. .
